Are the output statuses of the flip-flops, registers, counters, and one-shot multi-vibrators determined?

The output statuses of 1-flip-flops, registers, counters, one-shot multi-vibrators after power-on are not determined ("H" or "L").

Generally, after power on, an initial status is set by temporarily activating CLEAR pin etc. This is called power-on reset. Power-on reset is done by a power-on reset circuit with resistances and transistors or ICs for reset signal.
